There is no single answer, because the three ways of getting a site into another language charge for completely different things. Here is what each one bills you for, how it grows, and which one fits.

What you are billed for
A rate per source word, per target language, plus project management and a review round. Quoted per project.
How it scales
Linearly, and then again every time you publish. A page rewritten in March is a new invoice in March.
When it is the right call
One or two markets where the copy has to be rewritten rather than translated, and where the wording carries real commercial weight.
What to check in the quote
The quote covers the pages in the brief. Everything published afterwards — blog posts, new products, updated policies — is out of scope and quietly drifts back into your source language.

What you are billed for
Design and development time, then a second content system to keep populated, then hosting for each.
How it scales
Worst of the three. Every language multiplies the maintenance, not just the build.
When it is the right call
Markets where the offering itself is genuinely different — different products, different pricing, different legal entity.
What to check in the quote
The build is the small part. The recurring cost is that every change now has to be made two, three or five times, by somebody who reads each language.

Read how words are metered. Some services re-count the same words every month; on Proxylang a translated word is stored permanently and paid for once.
